Strasburg Borough’s Historic District was established in 1976 and is a defined area consisting of everything on East Main Street, West Main Street, Miller Street, and the first two blocks of South Decatur Street. All exterior changes that are visible from the roadway must be reviewed by the Historical Architectural Review Board (HARB) and approved by the Strasburg Borough Council before actual work is started. All alterations such as siding, doors, windows, roofs, gutters, trim, repointing, fences, awnings, and paint, to name a few, as well as all demolition and construction activity must be reviewed and approved. Certain permits for in-kind repairs using the same materials can be issued without the need to attend a HARB meeting. The process to apply for visible exterior changes is to 1) Complete the Historic District Application found below or available at the office, 2) Submit it to the Strasburg Borough Office, 3) Attend a HARB meeting at which your application is considered, 4) Since HARB is only a recommending body, they issue a Certificate of Appropriateness which is considered by Strasburg Borough Council at their next regularly scheduled meeting who then takes action on the Certificate of Appropriateness.
