Strasburg Borough Council March 12, 2024 Municipal Brief

At the March 12, 2024 Strasburg Borough Council meeting, Pilot Club of Lancaster presented a certificate of appreciation to the Strasburg Borough Police Department for being a participant in their Project Lifesaver of Lancaster program.

In other business at the meeting, Borough Council approved supporting the grant application submission for Eshelman Run Streambank Stabilization MS4 Project Phase 2, accepted H. Dale Spaulding’s resignation from the Civil Service Commission, appointed Dave Carson to the Civil Service Commission, and took a neutral position regarding the March 18, 2024 Zoning Hearing Application for Conservative Mentoring Group for a Christian counseling center for Old Order Amish and related communities at the former medical facility at 1135 Hampden Drive.  Borough Council upheld the Historical Architectural Review Board’s recommendation to deny the application for 128 South Decatur Street to replace wooden dormer windows with vinyl windows.  President Chiodo stated that the Borough is beginning the process of creating historic district guidelines with the assistance of RGA and funded primarily through grant funds.  The process will include public meetings and draft reviews before adoption.

Consent Agenda items approved were the payment of monthly bills and Historical Architectural Review Board Certificates of Appropriateness for 202 West Main Street and 28 East Main Street.

The Borough Manager’s report included: 1) Authority updates:  They continue to work with DEP PES program for additional wells.  The ozone removal and the bypass installation at the Treatment Plant is complete and passed DEP inspection.  2) He continues to communicate with PNC’s realtor regarding the sale of their building and some type of long-term arrangement for the parking lot. 3) Frank Grumbine, from PHMC, will provide Preservation Brief 16 training on April 24, 2024 at 7 pm at the Borough Office.  Council, HARB, and any interested members of the community are welcome to attend.  National Alliance of Preservation Commissions is holding a webinar on March 21, 2024.  4) The Phase 1 stormwater plan is in final form and being reviewed by the Conservation District and PennDOT.  5) The annual Drug Task Force contribution was made and they provided a report regarding the success of the task force.  6) The Borough has received $44,024.66 in interest so far this year across all funds.  7) Orders for the first round of Hometown Hero Banners will close on March 15, 2024.  Nineteen banners have been ordered so far.  8) Congressman Smucker provided the Borough a copy of a citation that was read into congressional record honoring the Honorable Judge Herbert E. Millen.

The Police Chief reported for the month of February 2024, the Police Department had 396 calls for service.  There was one criminal arrest, 39 speeding arrests, 34 other traffic arrests, four parking tickets, 43 traffic warnings, and three accidents.
