Strasburg Borough Council October 14, 2025 Municipal Brief

At the October 14, 2025 Strasburg Borough Council meeting, Borough Council reviewed the 2026 Draft Budget and Capital Improvements Program.  The 2026 Draft Budget does not include a tax increase.  The 2026 Preliminary Budget and Capital Improvements Program will be reviewed at the November 11, 2025 Council meeting.

In other business, Borough Council: 1) Approved the payment of the bills.  2) Approved the Historical Architectural Review Board Certificate of Appropriateness for 43 East Main Street for a transom window.  3) Approved a request from Strasburg Township to approve Strasburg Fire Company to assist with Kat’s 5k event on May 9, 2026.

The Borough Manager’s written report included the following items:  1) The Phase 1 stormwater project continues.  The bids for the South Decatur Street and East Main Street portion were just received and are being reviewed and will be awarded by the Authority at their October 16, 2025 meeting.  2) The Authority adopted a 5% water and sewer rate increase effective October 1, 2025, which will be reflected in the bills the customers will receive in January 2026.  The increase was necessary due to increased operating costs, maintenance projects, and upcoming large capital project invoices to treat our sewer.  It was noted that even with the increase, our rates are still very low compared to other rates in Lancaster County.  Resident notification of the increase was also provided in the newsletter and on the back of the water/sewer bills. 3) He met with PennDOT and engineers regarding the water problem at 54 West Main Street.  PennDOT is reviewing the matter.  4) We were notified that we were not awarded the National Fish and Wildlife Foundation grant.  Our Lancaster Clean Water grant application passed the first step and has been forwarded to DEP for possible funding.  5) The Zoning Hearing for Prospect Road Associates on September 15, 2025 was continued until October 20, 2025.  It was the consensus of Council to reaffirm Borough Council’s support to reauthorize Prospect Road Associate’s expired approval and to see if the Solicitor is available to attend the hearing or provide advice to present Council’s support.  6) The Borough Banquet is November 6, 2025 at the Fireside Tavern.

The Police Chief reported for the month of September 2025, the Police Department had 430 calls for service.  There was 1 criminal arrest, 27 speeding arrests, 20 other traffic arrests, 25 traffic warnings, 1 parking ticket, and 7 accidents.  The Police Department attended the September 13, 2025 Cherry Crest Adventure Farm Hometown Heroes event.
