Strasburg Borough Council December 9, 2025 Municipal Brief

At the December 9, 2025 Strasburg Borough Council meeting, Borough Council approved the 2026 Final Budget, which does not include a tax increase.  Borough Council also approved 2025 budget reallocations.

In other business, Borough Council: 1) Approved the payment of the bills.  2) Approved the Historical Architectural Review Board Certificate of Appropriateness for 136 Miller Street for garage renovations.  3) Approved the 2026 Meeting Calendar Addition for the Council Reorganization meeting on January 5, 2026.  4) Approved Resolution 2025-7 approving the Strasburg Fire Company Activities for 2026.  5) Approved Resolution 2025-8 for the Police Pension Plan Contributions.

The Borough Manager’s written report included the following items:  1) 1) The Borough started offering a new electronic payment platform, Municipay, for items such as permits, parking tickets, etc.  The fees are paid by the customer.  We continue to accept cash or check payments; this is just an additional payment option.  2) It was the consensus of Council to allow staff to use vacation time and close the office on December 26, 2025.  3) The Public Works Department continues to work on the stormwater project.  The contractor for the PennDOT right-of-way work, D.H. Funk, is applying for permits, and plans to complete their portion of the project late Spring 2026.  4) He continues to work with professionals to find a solution to the water problem at 54 West Main Street.  5) The annual Community Tree Lighting was held on December 5, 2025.  It was a very good event that was well attended.  We plan to have the 2026 event tie in with America250.  6) The Borough Manager was elected the tax collector for 2026.  After consultation with the Borough Solicitor to meet the regulations in the Borough Code due to our population, he will remain the elected tax collector but will deputize the County of Lancaster to collect real estate taxes.

The Police Chief reported for the month of November 2025, the Police Department had 410 calls for service.  There were 2 criminal arrests, 10 speeding arrests, 26 other traffic arrests, 47 traffic warnings, 2 parking tickets, and 6 accidents.
