Invitation to Bid – Pump Station Upgrade Project

INVITATION TO BID

STRASBURG LANCASTER COUNTY BOROUGH AUTHORITY will receive sealed proposals online via PennBid for the PUMP STATION NO. 2 UPGRADES project in accordance with Contract Documents. Sealed bids may be submitted and updated online via the PennBid Program until 10:00 A.M., prevailing time, February 13, 2026, at which time they will be publicly opened via PennBid. Strasburg, Lancaster County, Borough Authority will act on the Bid at their regularly scheduled Meeting on Thursday, February 19, 2026.

The Project Work will be performed under two (2) contracts: one (1) general construction contract and one (1) electrical construction contract. The work for Contract No. 1: General Construction generally includes site preparation; bypass pumping; selective demolition of existing on-site components; installation of internal wet well components and new wet well lid; installation of package pump station to be furnished by the Owner, including concrete platform and connecting float control wiring to pump control panel; installation of wet well aeration system; installation of new LP tank, concrete pad, and LP tubing; installation of new force main piping, fittings, and valves where indicated on the plans; all trenching, backfill, and compaction; Alternate #1 (if selected): lining of the wet well interior; and all incidental work required to complete the Project, as shown in the Drawings and described in the Contract Documents. The work for Contract No. 2: Electrical Construction generally includes selective demolition of electrical components; removal and storage of existing automatic transfer switch and Omnisite unit; installation of new electrical service entrance equipment, including strut rack and cantilevered canopy with fusible heavy duty safety switch; installation of conduit/wiring; installation of aeration motor control panel; reinstallation of Omnisite unit and automatic transfer switch; and all incidental work required to complete the Project, as shown in the Drawings and described in the Contract Documents. This project is in Strasburg Borough, Lancaster County.

A non-mandatory Pre-Bid Meeting shall be held on January 15, 2026 at 10:00 AM, prevailing time at the Strasburg Borough Office (145 Precision Ave, Strasburg, PA 17579) to provide Bidders an opportunity to discuss the proposed project and ask questions.

Each Bid shall be accompanied by a Bid Bond, certified check or bank money order in an amount not less than ten percent (10%) of the Bid total, payable to Strasburg, Lancaster County, Borough Authority in accordance with the Instructions to Bidders. Laws and regulations applicable to this Contract include the following:

Commonwealth of Pennsylvania “Steel Products Procurement Act” Act No. 3 of 1978 as amended Pennsylvania Prevailing Wage Act (Act of 1961, P.L. 987, No. 442)

Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.

A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.

Strasburg, Lancaster County, Borough Authority hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Authority.
