PUBLIC NOTICE: TOWNSHIPS OF LANCASTER, MANOR, PEQUEA, WEST HEMPFIELD, AND WEST LAMPETER, AND BOROUGHS OF COLUMBIA, EAST PETERSBURG, MILLERSVILLE, MOUNTVILLE AND STRASBURG.
Notice is hereby given that the Boards of Supervisors of the Townships of Lancaster, Manor, Pequea, West Hempfield and West Lampeter, and the Borough Councils of the Boroughs of Columbia, East Petersburg, Millersville, Mountville and Strasburg (the “Participating Municipalities”) at their regularly scheduled meetings as listed below, shall consider, and, if appropriate, at such meetings or at subsequent meetings within 60 days of the date of publication of this advertisement, shall enact an ordinance, the caption of which is as follows:
AN ORDINANCE APPROVING, AND AUTHORIZING THE EXECUTION OF, THE RESTATED AND AMENDED AGREEMENT FOR THE ESTABLISHMENT OF A CENTRAL LANCASTER COUNTY UNIFORM CONSTRUCTION CODE BOARD OF APPEALS PURSUANT TO CHAPTER 5 OF THE PENNSYLVANIA CONSTRUCTION CODE ACT AND THE INTERGOVERNMENTAL COOPERATION ACT.
The Participating Municipalities are parties to an existing Intermunicipal Agreement authorizing a joint board of appeals to hear appeals under the Uniform Construction Code (“UCC”) from decisions of codes administrators of the Participating Municipalities. The proposed ordinance authorizes the Participating Municipalities to enter into an amended Agreement, as authorized by the UCC and the Intergovernmental Cooperation Act, which is attached as Exhibit A to the ordinance. Amendments include the removal of limits on the number of terms a Board of Appeals member may serve, allowing municipal managers or other municipal officials of the Participating Municipalities to attend meetings of the Appointments Committee in place of the appointed representative, revising provisions relating to the selection of legal counsel for the Board of Appeals, and allowing any subsequent amendment to be accomplished by resolution or ordinance. The ordinance conditions approval of the amended agreement upon the approval by the other Participating Municipalities of the amended agreement upon the same terms and conditions. The meeting date, time and location for each of the Participating Municipalities is as follows:
- Manor Township: April 6, 2026, 7:00 p.m., 950 West Fairway Drive, Lancaster, Pennsylvania.
- East Petersburg Borough: April 7, 2026, 7:00 p.m., 6051 Pine Street, East Petersburg, Pennsylvania.
- West Hempfield Township: April 7, 2026, 7:00 p.m., 3476 Marietta Avenue, Lancaster, Pennsylvania.
- Lancaster Township: April 13, 2026, 6:00 p.m., 1240 Maple Avenue, Lancaster, Pennsylvania.
- Mountville Borough: April 13, 2026, 7:00 p.m., 21 East Main Street, Mountville, Pennsylvania.
- West Lampeter Township: April 13, 2026, 7:00 p.m., 852 Village Road, Lampeter, Pennsylvania.
- Columbia Borough: April 14, 2026, 7:00 p.m., 308 Locust Street, Columbia, Pennsylvania.
- Millersville Borough: April 14, 2026, 6:00 p.m., 100 Municipal Drive, Millersville, Pennsylvania.
- Strasburg Borough: April 14, 2026, 7:00 p.m., 145 Precision Avenue, Strasburg, Pennsylvania.
- Pequea Township: April 15, 2026, 7:00 p.m., 1028 Millwood Road, Willow Street, Pennsylvania
A copy of the proposed ordinance may be examined without charge at the offices of this newspaper and at the municipal offices of each of the Participating Municipalities as listed above during the regular business hours of each Participating Municipality. A copy of the proposed ordinance may also be obtained for the cost of reproduction at the municipal offices of each Participating Municipality during their regular business hours.
